SURRY POWER STATION EMERGENCY PLAN REVIEW DOCKET NOS. 50-280 AND 50-281 e

We have completed our review of the July 30, 1987, revision to the Surry Power Station Emergency Plan.

Our review indicated that these -changes to your Surry Power Station Emergency Plan meet the standards of 10 CFR 50.47{b) and the requirements of Appendix E to 10 CFR 50; however, one item is brought to your attention.

In this revision, the frequency for independent audits of the emergency preparedness program was changed from once per twelve months to annually.

On December 1, 1987, in a telephone conversation between J. Costello of your staff and A. Boland of Region II, it was indicated that no change in actual performance was intended; however, to ensure compliance with 10 CFR 50.54{t), the licensee representative committed to restore the frequency to once per twelve months.

If your understanding of this commitment differs from the above, please contact this office promptly.

Completion of this change will be reviewed during the next Plan revision.

Pl ease be reminded that 10 CFR 50. 54( q) requires that proposed changes that decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Conmission.

However, changes may be made without approval if such changes do not decrease the effectiveness of the Plan, and the Plan as changed, continues to meet the standards of 10 CFR 50.47{b) and the requirements of Appendix E to 10 CFR 50.

In all cases, you should furnish copies of each change to the NRC in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50.
