VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 W. L. STEWART VICE PRESIDENT NUCLEAR OPERATIONS November 13, 1987 U.S. Nuclear Regulatory Commission Attn:
Document Control Desk Washington, D.C.
20555 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 STATUS OF NUREG-0737, ITEM II.D.l Serial No.
NO/GDM:pms Docket Nos.
License Nos.87-608 Rl 50-280 50-281 DPR-32 DPR-37 In response to your letter dated September 21, 1987, "Completion of Review of Item II.D.1 of NUREG-0737 - Safety and Relief Valve Testing for the Surry Power Station, Units 1 and 2 (TAC Nos. 44622 and 44623)," a method has been developed and procedures will be revised to verify the operability of the pressurizer safety valves after each lift involving loop seal and water discharge.
Surry Power Station presently has periodic test procedures in place to inspect and test each of the subject safety valves.
In accordance with these procedures, the valves are removed from the system and sent to a qualified vendor for inspection and bench testing.
These tests verify that the setpoints and the seat leakage of the safety valves are acceptable prior to rei nsta 11 at ion.
To ensure testing of any pressurizer safety valve that lifted and resulted in a loop seal or water discharge, applicable Operations Department annunciator procedures will be revised to require the operator to submit a work request to perform the above mentioned periodic test.
The safety valve would then be scheduled for removal, inspection and testing during the next outage of sufficient duration.
Revision to applicable annunciator procedures will be accomplished by December 31, 1987.
The remaining activities to be implemented to complete NUREG-0737, Item II.D.1 are the installation of the pressurizer safety valve loop seal insulation ovens and the discharge pipe support modifications.
The insulation ovens are presently scheduled to be installed during the April 1988 and September 1988 refueling outages for Unit 1 and 2 respectively.
The pressurizer safety valve discharge pipe support modifications are scheduled for implementation during the subsequent refueling outages in 1989 and 1990.
