CONFIRMATION OF ENFORCEMENT CONFERENCE AND NRC INSPECTION REPORT

NOS. 50-280/87-26 AND 50-281/87-26

This confirms the conversation between

N. E. Clark of your staff, and

F.' S. Cantrell of my staff, on August 10, 1987, concerning an enforcement

conference. to be conducted at the NRC Region II Office on August 26, 1987,

  • . at 9:30 a.m.

We requested this meeting to discuss the violation of containment

integrity.* Enclosure 2 is a proposed*meeting* agenda identifying specific*

issues of concern.

This also* refers to the Nuclear Regulatory Commi.ssion (NRC) inspection

conducted by Larry Nichol son on July 27 - August 7, * 1987.

The inspection

included a review of activities authorized .for your Surry facility.

At the

conclusion of the inspection, the findings wera discussed with those members of

your staff identified in the enclosed inspection report.*

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consiste.d of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violation described in the enclosed Insp~ction Report

is under consideration for escalated enforcement action.

Accordingly, no

Notice of Violation is being issued at this time, and no response is req*uired.

H6wever, pleas~ be advised that the characterization of the violation described

in the enclosed Inspection Report may change as a result of further.NRC review.

deliberations on this matter.
