VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 W. L. STEWART VICE PRESIDENT NUCLEAR OPERATIONS August 12, 1987 U.S. Nuclear Regulatory Commission Attn:

Document Control Desk Washington, D. C.

20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 REGULATORY GUIDE 1. 97 MODIFICATION STATUS Serial No.

Docket Nos.

License Nos.87-323 50-280 50-281 DPR-32 DPR-37 Virginia Electric and Power Company has completed a detailed review of our compliance with the.requirements of Regulatory Guide 1.97.

This review was identified in our letter of June 21, 1985 (Serial No. 85-123AA).

The review process consisted of a field walkdown of affected instrumentation; a review of Revision 1

of the Emergency Operating Procedures to verify those variables designated as Type "A" variables; a review of relevant correspondence on this subject; and a design review of proposed Regulatory Guide 1.97 upgrades.

The purpose of this letter is to identify several changes to our Type "A"

variables list and a

necessary instrument upgrade that was discovered as a result of the review.

We are also identifying our schedule for resolution of the instrument upgrade.

The review of the Type "A" variables against Revision 1 of the Emergency Operating Procedures identified certain additions and deletions from the Type "A" variables list.

Type "A" variables were identified in our January 31, 1984 letter (Serial No. 053).

The revised list of Type "A" variables is shown in the Attachment.

Variables not required as Type "A" variables by Revision 1 of the Emergency Operating Procedures have been deleted from the list.

The new variables are identified as Al8, Al9, A20, and A21.

The status of each Type "A" variable is also provided.

In addition, our review effort determined that the Accumulator Tank Pressure (D-4) is used in the Emergency Operating Procedures to take contingency action.

Accordingly, we will upgrade Accumulator Tank Pressure (D-4) instrumentation to include environmental qualification during the Unit 1 and 2 refueling outages presently scheduled for 1988.

Other Regulatory Guide 1.97 variables to be installed during the scheduled 1988 Unit 1 and 2 refueling outages include Pressurizer Heater Status and Containment Spray Flow.

The requirement to modify the latter two variables was identified in previous correspondence dated May 10, 1985 (Serial No. 85-123A).

Note 1:

Note 2:

Redundant channels are displayed on a common recorder.

This does not impair the operator from obtaining the data in the event of a recorder failure.

The data for each channel is also accessible to the operator via call-up from CRTs in the control room.

The CRTs are capable of receiving data from either of two redundant computer systems which are fed by a redundant fully qualified IE multiplex system.

Additionally, many of the points are available on the existing plant computer as another backup.

Attachments I & II of the enclosure to our January 31, 1984 letter, Serial No. 053, identifies indicators and recorders.
