DOCKET NOS. 50-338, 50-339, 50-280, AND 50-281 During the past four years, NRC has had a contract with the Boise Interagency Fire Center (BIFC) to establish/evaluate emergency communications.

These evaluations include plans for minimizing the time required for the deployment of NRC radio equipment and/or BIFC radio equipment as well as augmenting response personnel_ in the event of an emergency or during an exercise.

BIFC personnel have conducted site Radio Frequency Interference (RFI),

Electromagnetic Interference (EMI) and radio equipment placement surveys at your sites.

These surveys provid_e guidance on the installation and use of radio communications during an emergency condition at a reactor site.

BIFC Survey findings and recommendation$ for your sites are enclosed.

Region II requests your assistance in estimating the cost of implementing these recommendations.

Based on the cost estimates gathered, Region II may request licensee installation of these systems in the near future.

Your cooperation would be greatly appreciated.

e ENCLOSURE 1 EMERGENCY COMMUNICATION SYSTEM FOR NORTH ANNA NRC Regional and National Radio Support Cache Equipment Install two twin lead, direct current; control circuits from the NRC area in the EDF to the outside of the building.

Both ends of the control circuits should be terminated with WE-742 wire junctions and labeled for NRC emergency use only.

The outside termination should be housed in a waterproof container to protect it from the elements.

The exact placement of these terminal blocks are to be determined by the licensee. The wire for the control circuits should be at least equal in quality and size to those installed by a telephone company for voice quality telephone circuits.
