REPORT NOS. 50-280/86-23, 50-281/86-23, 50-338/86-22, AND 50-339/86-22
The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed
its periodic evaluation of your North Anna and Surry facilities.
These
facilities were evaluated for the period March 1, 1985, through August 31, 1986.
The results of the evaluation are documented in the enclosed SALP Board Reports
(Enclosures 1 and 2).
These reports will be discussed with you at your offices
in Richmond, Virginia, at a later date.
The performance of your North Anna and Surry facilities was evaluated in the
functional areas of plant operations,' radiological controls, maintenance,
surveillance, fire protection, emergency preparedness, security, outages,
training, quality programs and administrative controls affecting quality, and
licensing activities.
The overall performance of both North Anna and Surry facilities was satisfactory.
We have noted increased corporate senior management attention and involvement to
improve quality and plant performance through your actions such as the monitoring
and trending of performance indicators, the implementation of the Quality Maintenance
Teams and the Check Operator program, the responsiveness to NRC concerns and
initiatives, and maintaining good communications wi*th the NRC.
A majority of
your programs are innovative and relatively new in which additional time will be
needed for you and the NRC to determine their effectiveness.
In the area of
North Anna plant operations, we have noted frequent reactor coolant leakages
(approximately eight occurrences) which required plant shutdown.
This problem
area needs to be more aggressively pursued by the licensee management.
Also, in
the area of maintenance, you have a relatively large corrective maintenance items
backlog for both North Anna and Surry faci 1 i ti es; you should continue your
efforts in reducing this backlog.
For the North Anna facility, significant strengths were identified in the
functional areas of fire protection and licensing activities. And, for the Surry
facility, significant strengths were identified in the functional areas of plant
operations, fire protection, and licensing activities.

of our meeting in Richmond, Virginia.
