VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 REVISIONS TO EMERGENCY PLAN IMPLEMENTI~G PROCEDURES 10 CFR 50.54(q) requires changes being made to the Emergency Plan, which do not require prior NRC approval, be submitted to the NRC within thirty days after the change is made. Due to a clerical error, Revision 3 of Surry Power Station Emergency Plan Implementing Procedure (EPIP) - 2.02 was misplace~ during distribution. When the error was discovered, Mr.

A. J. Ignatonis of your staff was notified. We informed him that an internal audit of both the North Anna and Surry EPIPs would be performed to determine the extent of this problem. No $'4-milar problems were discovered with the North Anna EPIPs. However, it was,determined that another Surry procedure, Revision O of Surry Power Statipn EPIP-4.27, had not been submitted within the thirty day requirement.

The Emergency Planning Staff has investigated these. incidents and has initiated the following measures to prevent recurrence. Based upon station approval of a revision to an EP or EPIP, the Stat:j.on will be responsible to make an entry into the Commitment Tracking System (CTS) identifying the commitment to submit the revised procedure to the NRG within thirty days. Concurrently, the Station Emergency Planning Staff will forward the revised procedure to Corporate Emergency Planning for processing and transmittal. Together, these actions should prevent recurrence of the above mentioned oversights.
