VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NO. 1 RELIEF REQUEST FROM ASME XI HYDROSTATIC TEST Serial No.86-310 NO/JDH/acm Docket No.
50-280 License No. DPR-32 Surry Power Station Unit No. 1 has performed a valve replacement within a system boundary designated as ASME Class 2 during the current refueling outage (currently scheduled 5/9/86-6/26/86).
Pursuant to 10 CFR 50.55a paragraph g(5), relief is requested from certain post replacement test requirements delineated in ASME Sectfon XI, 1980 edition, Winter 1980 addenda.
Specifically, we have replaced one 1-1/2 inch socket welded drain valve (1-MS-268) just upstream of the main steam trip valve for the B Steam Generator (see attached drawing).
Replacement of this valve has been necessary due to the harsh environment which causes erosion/corrosion on the valve seat surface.
The valve's external pressure boundary remains unaffected.
Replacement only enhances operational capabilities at the station.
As shown in the attached drawing, the required hydrostatic test (IWA 5214) would require including the B Steam Generator and a considerable portion of attached main steam piping within the test boundary.
This type test is considered impractical, when compared to the actual integrity assurance gained from the inspection.
Alternatively, it is proposed that a surface examination (MT or PT) be substituted prior to start-up. Additionally, a visual (VT-2) examination in conjunction with a system inservice pressure test (IWC-5221) will be conducted during the start-up following the refueling outage.
This request is similar to a previous relief request dated February 1, 1985 (Serial No.85-018) for a similar valve replacement at Surry Power Station Unit No. 1 which was approved by NRC on April 11, 1985.

identification of any additional valves is dependent upon trouble-shooting efforts which are conducted during the outage.
We will notify you immediately if any additional valve replacements should be included within the scope of this request.
