50-280 50-281 50-338 50-339 License Nos. DPR-32 DPR-37 NPF-4 NPF-7 On June 1, 1984, the NRC approved publication of 10CFR50.62 regarding the reduction of risk from anticipated transients without scram (ATWS) events for light-water cooled nuclear power plants.
Section 50.62 (d) required each licensee to develop and submit (by October 13, 1985) to the Director of the Office of Nuclear Reactor Regulation a proposed sc:1edule for meeting the requirements of the rule.
By letter dated October 11, 1985 (Serial No.85-316) we provided our proposed schedule for completion of our technical evaluation and implementation review.
The proposed schedule was to provide the NRC with our final implementation plans by April 15, 1986.
Section 50.62(c)(l) of the rule requires each pressurized water reactor (PWR) to have equipment from sensor output to final actuation device that is diverse from the reactor trip system to automatically initiate the auxiliary feedwater system and to initiate a turbine trip under conditions indicative of an ATWS event.
In a letter from Mr. L. D. Butterfield to Mr. C. 0. Thomas dated July 25, 1985 (OG-156), the Westinghouse Owners Group (WOG) submitted Topical Report WCAP-10858, "AMSAC Generic Design Package",
which describes three conceptual designs to meet this requirement at Westinghouse designed PWRs.
Virginia Electric and Power Company is a member of the WOG and participated in the development of the topical report.
As stated in our October 11, 1985 letter, we have been evaluating available ATWS mitigation systems consistent with the WOG generic design options.
We are concerned that the particular design criteria to meet the functional requirements stated in WCAP-10858 are still not well defined.
Our final selection of a system to comply with 10CFRS0.62 is dependent

Our schedule for providing a final implementation plan for compliance with 10CFh50. 62 was, and continues to be, based upon the expected completion and issuance dates by the NRC of the final SER on the AMSAC generic design.
Based on the above, it is our intent to proceed as follows.
Upon receipt of the final SER, its impact on our efforts to date, if any, will be assessed.
We will then continue with the final design selecti-:m process and final planning stages to determine the earliest possible refueling outages for Surry and North Anna Power Stations to be in compliance with the ATWS rule.
This final schedule will be forwarded to the NRC within six months of the issuance of the final SER.
Final implementation of an ATWS mitigation system for both Surry and North Anna will be beyond the date designated in 10CFR50.62(d) and, as provided for in the rule, will require discussion with you to agree upon a mutually acceptable schedule.
This is, in part, due to the delay in final design selection addressed above as well as the current estimate of equipment lead times and detailed engineering design schedules which have been evaluated as part of our conceptual engineering effort to date.
- However, all efforts will be made to comply with the ATWS rule by the earliest possible refueling outage for each of our nuclear units.
