Martin On January 28, 1986, the Virginia Electric and Power Company (VEPCO) presented a briefing to NRC Management concerning VEPC0 1s activities related to the Surry and North Anna Power Stations.
As part of this briefing, was VEPC0 1s listing of the current ten most significant issues which included the issue of excessive reactor trip breaker testing. Also, VEPCO stated the desire to have a meeting with the NRC staff in the immediate future to discuss this issue of breaker testing.
Since the January 28, 1986 meeting, we have discussed the issue of excessive reactor trip breaker testing with your staff and agree that this matter is worthy of further investigation.
As you are aware, the NRC requires that the breakers be tested in accordance with vendor recommendations.
The large number of breaker operations is part of the Westinghouse-recommended program.
As such, the concern of excessive testing extends to other Westing-house plants. Therefore, we suggest that you may wish to work with the Westinghouse Owners Group to develop an adequate test program that requires fewer breaker operations.
We regard this issue of excessive reactor-trip breaker testing as an issue which must be addressed in the near future. Therefore, to expedite this matter, we request that within ten (10) days of receipt of this letter, you provide us with a proposed date(s) and agenda for a me~ting to discuss this 306 8603120484 0tg00280 1

Our request is applicable whether it be your intent to address this matter as a VEPCO concern or as a mutual VEPCO-Westinghouse Owners Group concern.
