On September 30-0ctober 2 and October 21-25, 1985, the NRC inspected activities

authorized by the NRC operating licenses No. DPR-32/37 for the Surry Nuclear

Power Station.

At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed inspection report .

The purpose of this inspection was to review receipt, evaluation, and

implementation of actions determine~d_,.b*y Virginia Power to be appropriate for

vendor technical information recefved from Westinghouse and other selected

equipment vendors.

Areas examined during the inspection and our findings are

discussed in the enclosed report. Within these areas, the inspection

consisted of procedures and representative records, interviews with personnel,

and observations by the inspector.

With regard to the vendor-provided information and recommendations pertaining

to safety-related systems and components, a number of weaknesses were

identified.

Your system for managing vendor technical information fails to

ensure that appropriate individuals receive the information and that an

adequate evaluation is performed to determine what equipment may be affected.

Rather, the program focuses upon potential technical manual or procedure

revision. This programmatic weakness was also found in the area of evaluating

10 CFR Part 21 reports.

Several instances were found where 10 CFR Part 21

reports had not been adequately evaluated.

This potential enforcement finding

is discussed in Section 7 of the inspection report and will be referred to the

NRC Region II office for appropriate followup action and resolution .
