Your letter dated August 30, 1985 (85-431A), transmitted VEPCO Topical Quality Assurance Report (VEP 1-4A (Update)) in accordance with 10 CFR 50.54(a).

This report provides the current quality assurance program description for Surry and North Anna (Docket Nos. 50-280, 50-281, 50-338, and 50-339).

We have reviewed your submittal and determined that additional information is needed to complete our evaluation of changes to the program.

e ENCLOSURE REQUEST FOR ADDITIONAL CLARIFICATION ON VEPCO QA PROGRAM, VEP 1-4A (UPDATE)

1.

Table 17.2.0, page 17.2-3, states that the QA program conforms to Regulatory Guide 1.8 with one clarification and one alternative.

However, one clarification and two alternatives are listed.

Clarify this inconsistency.

2.

Table 17.2.0, page 17.2-32, paragraph 2, has been revised to allow persons other than those of the Quality Assurance Department to perform inspection activity, if so qualified.

This appears to permit the practice of line personnel inspecting work for which they have responsibility.

Justify this change or reinstate the previous commitment.

3.

All organizational figures have been removed from the Updated Topical Report.

The reason given is that organizational descriptions are provided in Section 17.2.1.

However, the figures provide far more information than that offered in the text.

Justify this deletion or state where organizational figures are located.

4.

Section 17.2.1.2, Management of Operational Quality Assurance, the statement regarding the assignment of responsibility in the station manager's absense has been deleted.

Justify this deletion or reinstate this commitment.

5.

Section 17.2.1.2, Nuclear Operations, the reference to the Safety Evaluation and Control Staff has been deleted.

Justify this deletion or state which group assumed these responsibilities.

6.

Section 17.2.1.2, Quality Assurance, has been changed to state that QA managers have responsibility to moniter the QA program for compliance.

The previous QA program stated that the QA managers were responsible for both the establishment and implementation of the program.

Justify this change or reinstate the previous commitment.

7.

The last three paragraphs of Section 17.2.7 have been deleted.

Justify this deletion or reinstate this commitment.

8.

Section 17.2.9 of the former Topical stated who was responsible for keeping records pertaining to special processes up to date.

This commitment was deleted in the updated program.

The last two paragraphs of Section 17.2.10 were removed with the explanation that this material is covered in Section 17.2.3. However, it is not readily apparent that Section 17.2.3 encompasses all of the deleted commitments.
