Box 26666 Richmond, VA 23261 Gentlemen: August 23, 1985 SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFOR~ REPORT NOS. 50-338/85-04, 50-339/85-04, 50-280/~AND 50-281/85-05 This refers to the NRC 1 s Systematic Assessment of Licensee Performance (SALP) Board Reports for your North Anna and Surry facilities which were sent to you on May 10, 1985; our meeting of May 17, 1985, at which we discussed these reports; and your written comments dated June 21, 1985, relative to the reports. Your written comments raised certain issues regarding the conclusions reached by the SALP Board in the functional areas of Surveillance for the Surry facility, and Emergency Preparedness . for the Surry and North Anna faci 1 it i es. I have carefully reviewed these comments, and, although I acknowledge your interpretation of the causes of those violations attributed to the Surveillance functional area and the positive actions taken to improve Emergency Preparedness, I have concluded that the SALP Board Report accurately reflects your performance level in these areas. Your performance during both the Surry and North Anna emergency preparedness exercises held during this assessment period, though satisfactory, was not as aggressive or positive as that demonstrated during the small-scale exercises conducted during the previous assessment period. For this reason, and because of the weaknesses identified in your training program, the SALP Board rating of Category 2 appears appropriate. With respect to the Surveillance functional area, the SALP Board determined that the violations you reference as not pertaining to the Surveillance program did, in fact, reflect weaknesses in your ability to adequately perform re qui red survei 11 ances, whether because of personnel error or errors in the control of Technical Specification changes. These weaknesses were factors in the Category 3 rating. As you are aware, this Category 3 rating classifies the conduct of nuclear activities as acceptable; however, the rating represents a staff finding that the functional area is not receiving proper management attention and that addi ti ona 1 i nvo 1 vement by management is needed. We appreciate your recommendation regarding providing inspection report numbers for the violations identified in each functional area.
