OPA, CMiles SECY RDiggs By letters dated May 3, 1985 and June 21, 1985, pursua~t to 10 CFR 50.55a paragraph g(5), you requested relief from certain ASME Code Section XI requirements concerning hydrostatic testing.

Your requests for relief have been granted.

One relief permits you to substitute the steam generator preservice pressure testing conducted after the Surry Unit 2 steam generator replacement (2/4/79 - 8/14/80) for the first ten year hydrostatic testing requirements with the condition that the next hydrostatic testing is performed within 120 months of the preservice pressure testing performed in 1980.

For the non-isolable piping not documented as being inspected during the preservice testing, this relief grants alternative examinations in lieu of performance of a hydrostatic test.

The second relief permits you to peform hydrostatic testing at a pressure lower than that required by the ASME Code,Section XI, for certain welds made in the replacement of main steam system and steam generator blowdown drain piping.

The enclosed Safety Evaluation provides the details and conclusions of our review.

For the reliefs that have been granted, we have determined that the code requirements are impractical and that the relief requests are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

The requests for relief comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules
