Dear Dr. Grace:

VIRGINIA POWER SURRY POWER STATION INSPECTION REPORT NOS. 50-280/84-20 and 50-281/84-20 On July 27, 1984, NRC issued Report Nos. 50-280/84-20 and 50-281/84-20 which contained a Notice of Violation.

Virginia Power responded with letter Serial No. 472 dated August 24, 1984.

This response stated, in

part, th~t verification of proper torque switch settings on all safety-related motor operated valves (MOVs) would be completed by November 23, 1984.

The above date was chosen to conform to a scheduled Unit 1 refueling outage and a scheduled Unit 2 snubber/maintenance outage.

The Unit 1 outage occurred generally as scheduled and most of the MOVs were inspected. There are a total of 109 MOVs in this unit which use the SMB-00 or SMB-000 Torque Switch.

All but twenty-three were inspected of which fourteen were on safety-related MOVs.

These were:

VIRGINIA POWER The remaining torque switches will be inspected during the spring snubber/maintenance outage scheduled to commence June 14, 1985.

Subsequent to our response, Virginia Power decided to request deferral of the Unit 2 outage in view of the impending (March 1985) refueling outage.

While this deferral request was being considered by the NRC, a Reactor Coolant Pump failure occurred, causing an unscheduled outage.

Torque switches were not inspected because of manpower limitations imposed by a dual unit outage.

Virginia Power plans to inspect the torque-switch settings on the safety-related MOVs in Unit 2 during the spring refueling outage. This inspection is scheduled to be completed by June 8, 1985.
