REPORT NOS. 50-338/85-04, 50-339/85-04, 50-28~AND 50-281/85-05
The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed
its periodic evaluation of your North Anna and Surry facilities.
These facilities
were evaluated for the period September 1, 1983 through February 28, 1985.
The
results of the evaluation are documented in the enclosed SALP Board Reports
(Enclosures 1 and 2).
These reports will be discussed with you at your offices
in Richmond, Virginia on May 17, 1985.
The performance of your North Anna and Surry facilities was evaluated in
the functional areas of Plant Operations, radiological controls, maintenance,
surveillance, emergency preparedness, security, refueling training, quality
programs, and administrative controls affecting quality and licensing activities.
Additionally, the area of fire protection was evaluated at your Surry facility.

The overall Virginia Electric and Power Company performance was satisfactory.
It is a credit to your nuclear program that both the North Anna and Surry
facilities received Category 1 ratings in the functional areas of radiological
controls, security, and refueling.

Management attention and i nvo 1 vement were evident at bot~ North Anna and
facilities. The conduct of activities at both facilities showed a proper concern
for nuclear safety.
Strengths were identified in the areas of radiological
controls, security, and refueling at both facilities. At your Surry facility, an
additional strength was identified in the area of licensing activities, but a
weakness was found in the area of the surveillance program.
The substantial
improvement in the area of radiological controls at the Surry facility was
indicative of good management in this area and is worthy of special note.
Any comments you have concerning our evaluation of the performance of your
facilities should be submitted to this office within 30 days following the date
of our meeting in Richmond, Virginia.
We specifically request that you advise
us of actions you have taken or plan to take to address the weakness identified
in the Surry surveillance program.
Your comments, a summary of our May 17, 1985
meeting, and my disposition of your comments will be issued as appendices to the
enclosed SALP Board Reports.
