DEisenhut ORB#l ROG DNeighbors JDonohew PMcKee OELD By letter dated January 17, 1977, the staff requested that you evaluate the previously unevaluated potential consequences of a postulated Fuel Handling Accident Inside Containment (FHAIC) at Surry Power Station, Units 1 and 2 (Surry 1/2). Enclosed is our safety evaluation of the fuel handling accident inside containment for Surry 1/2.

Our evaluation is based on our review of your letters dated July 5, 1977; August 5, 1977; March 7, 1978; and our approval dated April 9, 1984, of your request to increase burnup to 45,000 MWd/MTU.

We conclude that the potential consequences of an accident involving the handling of spent fuel inside containment are within the exposure guidelines of 10 CFR Part 100 and that no additional restrictions of fuel handling operations and plant operating procedures are needed.

As explained in the enclosure, our conclusion is contingent upon the installment of acceptable prefilters (i.e., ones that meet Regulatory Guide 1.52, Revision 2, Position C.3c) for the Auxiliary Building Ventilation System.

Please provide a response within 30 days of receipt of this letter committing to provide acceptable prefilters.
