SYSTEM ANALYSIS CODE WITH THREE-DIMENSIONAL CORE MODEL, APPENDICES C AND D (EPID L-2018-TOP-0003)

By letter dated October 29, 2010, South Texas Project Nuclear Operating Company submitted for U. S. Nuclear Regulatory Commission (NRC) staff review Topical Report (TR)
WCAP-16747-P/WCAP-16747-NP, Appendices C and D, POLCA-T: System Analysis Code with Three-Dimensional Core Model, Appendices C and D. The NRC staff has performed an acceptance review of TR WCAP-16747-P/WCAP-16747-NP, Appendices C and D, captured in the NRC letter dated January 4, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML103500229). By letter dated November 26, 2012 (ADAMS Accession No. ML12320A210), the NRC issued a letter titled Request for list of planned TR submittals for FY2013, FY2014, and FY2015, and the fiscal year 2013 review priority of Westinghouse TRs under the Office of Nuclear Reactor Regulation (NRR) staff review, containing the list of the NRR staff priority Westinghouse Electric Company (Westinghouse) TRs based on the results of the NRR-wide prioritization review effort.
WCAP-16747-P/WCAP-16747-NP, Appendices C and D, TR did not make the list. Therefore, the NRR review of this TR was halted. When resources became available for the review of WCAP-16747-P/WCAP-16747-NP, Appendices C and D, the review was restarted per agreement between Westinghouse and the NRC staff. By letter dated February 8, 2017 (ADAMS Accession No. ML17044A006), Westinghouse submitted a request to suspend the review until first quarter of 2018. By letter dated March 6, 2017 (ADAMS Accession No. ML17054C841), the NRC issued the suspension of review letter.
By letter dated January 24, 2018 (ADAMS Accession No. ML18025B020), Westinghouse submitted to NRC a request to reactivate the review. Bradley Maurer, Nuclear Fuel Engineering Licensing, Westinghouse, confirmed via email dated May 16, 2018, that Westinghouse agrees with the review schedule milestones and estimated review costs. The NRR staff expects to issue its draft requests for additional information (RAI) questions by October 19, 2018, and issue its draft safety evaluation by August 9, 2019. This schedule information takes in consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide updates to this information.

The review schedule milestones and estimated review costs were discussed and agreed upon via email between Bradley Maurer, Nuclear Fuel Engineering Licensing, Westinghouse, and the NRC staff on March 19, 2018.
The closed audit is scheduled for June 11-13 2018 (ADAMS Accession No. ML18142A968).
The proprietary Audit plan is enclosed.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver, therefore, staff hours will be billed accordingly.
