SNUBBER REPORT We have reviewed the enclosure to your letter dated January 27, 1984 (Snubber Report), serial number 009.
Based on our review of the report and the results of our inspection conducted on January 30 to February 2, 1984, we have concluded that additional snubber functional testing is required to comply with Technical Specification 4.17.C.6.
This letter confirms the telephone conversation of February 8, 1984, between Mr. W. R. Cartwright of your staff and Mr. H. C. Dance of my staff regarding functional testing of snubbers at Surry Nuclear Station, Units 1 and 2.
As indicated in the telephone conversation, it is our understanding that VEPCO will complete the additional functional testing of Unit 1 snubbers per Technical Specification 4.17.C.6 during the February 1984, maintenance outage.
Further-more, it is also our understanding that you will complete the additional func-tional testing of Unit 2 snubbers per Technical Specification 4.17.C.6 during the March 1984, maintenance outage.
If your understanding of our discussion is different from that stated above, please inform this office promptly.
