ENCLOSURE SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO_REQUESTS FOR RELIEF FROM INSERVICE INSPECTION REQUIREMENTS (December 15, 1980, March 25., ]982, and May 25, 1982 r_equests)
VIRGINIA ELECTIRC AND POWER COMPANY SURRY NUCLEAR POWER STATION UNIT 1 AND 2 DOCKET NO. 50-280 & 281 INTRODUCTION Technical Specification 4.2-1 for the Surry Nuclear Power*station Units 1 & 2 Nuclear plants states that inservice examination of ASME Code Class 1, 2, and 3 components shall be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and applicable addenda as required by 10 CFR 50.55a(g) except where specific written relief has been granted by the Commission.
Certain requirements of later editions and addenda of Section XI are impractical to perform on older plants because of the plants 1 design, component geometry, and materials of construction.
Thus, 10 CFR 50.55a(g)(6)(i) authorizes the Co~mission to grant relief from those requirements upon making the necessary findings.
By letters dated May 17 and September 28, 1979, December 15, 1980, March 25, and May 25, 1982, Virginia Electric and Power Company submitted the inservice inspection programs, revisions,. or additional information related to requests for relief from certain Code requirements determined to be impractical to.
perform on the Surry Nuclear Power Station Unit 1 & 2 Nuclear Plants during the inspection interval.
The programs are based on the requirements of the 1974 Edition through Summer 1975 Addenda of Section XI of the ASME Code.

.. EVALUATION Requests for relief from the requirements of Section XI which have been determined to be impractical to perform have been reviewed by the staff 1s contractor, Science Applications, Inc.
The contractor 1s evaluations of the licensee 1s requests for relief and his recommenda-tions are presented in the Technical Evaluation Report (TER) attached.
The staff has reviewed the TER and agrees with the evaluations and recommendations.
A summary of the determinations made by the staff is presented in the following tables:

(1) Non-geometric indica-tions 50% of DAC or greater shall be recorded.

An indication 100% of DAC or greater shall be in-vestigated by a level II or Level III examiner to the extent necessary to determine the size, shape, identity and Location of the Reflector and Evaluated in Accordance with the acceptance requirements of Sect ion XI.
(3)
Any non-geometric in-dication 20% of DAC or Greater, discovered during the ultrasonic (UT) examina-tion shall be evaluated by a Level II or Level III exam-iner to the extent necessary to determine the shape, identity and location of the reflector.
As an alternative for Approved I-3121 of Section XI:

REQUIREMENT Nozzle Dropout, (2) Component Prolongation, or (3) Fabricated From a Material of a Specification Included in Appli-cable Examination Volumes of the Com-ponent LICENSEE PROPOSED ALTERNATIVE TEST PRESSURE The materials being joined as allowed by article T-434.1 in the Winter, 1976 Addenda of Section V of the ASME Boiler and Pressure Vessel Code.
11 RELIEF REQUEST STATUS
e Based on the review summarized, the staff concludes that relief granted from the examination reguirements and alternate methods in this document gives reasonable assurance of the pipiQg and component pressure boundary and support structural integrity, that granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest considering the burden that could result if they were imposed on the facility.
ENVIRONMENTAL CONSIDERATION We have determined that granting relief from specific ASME Section XI Code requirements does not authorize a change in effluent types or total amounts nor an increase in pow~r level and will not result in any significant environmental impact.
Having made this determination, we have further concluded that this is an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR
§51.5(d)(4), that an environmental impact statement or negative declaration and environmental impact a~praisal need not be prepared in connection with the grant of this relief.
