SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE The Nuclear Regulatory Commission has completed *its periodic evaluation of the performance of your reactor facilities.
As you are aware, this evaluation program,* the Systematic Assessment of Licensee Performance (SALP), involved an assessment of faci 1 i ty performance by the NRC staff and the issuance of
- the staff's findings in the form of a final report, the SALP Board Assessment (enclosed).
In accordance with NRC policy, I have reviewed the SALP Board Assessment andi as Regional Administrator, approve the issuance of the NRC SALP report.
It is my view that Virginia Electric and Power Company's conduct of nuclear activities shows a proper concern for nuclear safety and the company's resources are being properly applied.
The overa 11 performance of your North Anna facility indicates that 1 i censee management attention and involvement are aggressive and oriented toward nuclear safety.
No major weaknesses were identified during the assessment period.
The SALP Board recognized, and I agree, that high levels of performance were achieved in the areas of plant operations, radiological controls, emergency preparedness, security and safeguards, refueling, and licensing activities.
In regard to the Surry facility, your resources are adequate and are reasonably effective such that satisfactory performance with -respect to operational safety is being achieved.
One major weakness was identified in the area of radiological controls. Your performance in this area will be closely monitored, and discussed in the next SALP Board Assessment for the Surry facility.
Your performance in the areas of survei 11 ance, emergency preparedness, security and safeguards, refueling, and licensing activities, was commended by the SALP Board.
