By letter dated April 10, 1980, we issued a letter to all Power Reactor Licensees which clarified the term OPERABLE and requested that you propose changes to t~e Kewaunee Technical Specifications as necessary to incorporate the OPERABLE definition.
By letter dated August 24, 1983, you responded with a proposed amendment which would tevise the Technical Specifications.
We have reviewed your submittal and find that the definition of OPERABLE is less comprehensive than that proposed by our April 10, 1980, letter.
The enclosed Technical Evaluation Report describes the additional changes which should be made to the Kewaunee Technical Specifications to make them comply with our model Technical Specifications.
It is requested that you incorporate the recommended definition and respond to us within 30 days of receipt of this letter or provide us with a schedule for doing so.
