DPR-32 DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 NUREG-0737 ITEM II.D.3 In our letter dated January 28, 1983 (Serial No. 045), Vepco that the seismic and environmental qualification of the acoustical monitoring system, for the direct indication of relief and safety valve position (NUREG-0737, Item II.D.3) was still undergoing test plan development by the owner's group.

The completion of the owner's group test plan and the seismic and environmental qualification of the acoustical monitoring system was scheduled for July 31, 1983.

Vepco has been informed that the test plan development for the acoustical monitoring system is complete.

However, certain components had failed during the seismic and environmental qualification and Babcock and Wilcox is planning to retest.

The completion of the retest program is currently scheduled for November, 1983 with issuance of the final report in January, 1984.

CONFIRMATION OF PERFORMANCE APPRAISAL INSPECTION SCHEDULE

This confirms the telephone conversation between Mr. W. L. Stewart, Vice Presi-dent, Nuclear Operations Department, and Mr. H. C. Dance of my staff on July 14, 1983, concerning our plans to conduct a Performance Appraisal Team inspection at the Surry plant site and the Virginia Electric and Power Company corporate offices.

This inspection will be performed during August and September 1983, with field work commencing August 22, 1983.

We anticipate the first week (August 22-26) to be spent at the plant site, the second week (August 29-Se~tember 2) at the corporate offices, and the final week (September 12-16) at either location as required to complete the inspection.

An exit meeting with licensee management is anticipated for September 30, 1983.

The preliminary inspection plan is enclosed.

Documents required to perform the inspection include current plant and corporate organization charts with the names of the individuals responsible for each of the areas within the enclosed inspection plan.

This information is needed as soon as possible to establish the interview list.

Your assistance in obtaining the required information will be appreciated.

The PAT inspections are an integral part of the revised NRC inspection program described in NUREG 0397 and approved by the Commission in June 1977.

Although the inspections are conducted by the PAT, the regions retain the principal responsibility for the day-to-day inspection and enforcement program, and remain

.the principal line of communications between IE and your organization.
