ITEM II.B.3 In our letter dated December 27, 1982 (Serial No. 227D), Vepco committed to complete installation and testing of the Post-Accident Sampling System (PASS) at the Surry Power Station by June 1, 1983.

We also indicated that final operational procedures for the PASS would be in place by July 1, 1983.

This letter is to inform you that PASS operational procedures were approved and in place at Surry Power Station by July 1, 1983.

Therefore, the commitments set forth in the above referenced letter have been satisfied.

As outlined in our letter of June 14, 1983 (Serial No. 332), Vepco has completely installed and functionally tested the PASS; however, recently the PASS has experienced equipment malfunctions affecting the Boron Analyzer, Gas Chromatograph and flow indication gages on the sample panel.

Vepco is in the process of correcting these problems as well as investigating alternatives to improve the overall reliability of the PASS.

We will continue to use and maintain the interim sample system while repairs and improvements are being made to the PASS.

We will also keep you advised of our efforts to improve and correct problems with the PASS until your review is complete.
