- 50-281 DPR-32 DPR-37 In our previous supplemental response to Generic Letter 82-05 dated August 23, 1982 (Serial No. 227C), Vepco provided a date for an operational Post-Accident Sampling System (PASS) of January 1, 1983.
The PASS is addressed in NUREG-0737, Item II.B.3.
At this time, it has become evident that this date cannot be met.
Although the PASS is Scheduled to be completely installed by January 1, 1983, it will not be operational.
It is therefore necessary to extend the completion date.
Our new target completion date is June 1, 1983.
The basis for thls ~xtension is provided below.
It should be noted that all aspects of the interim post-accident sampling system and procedures will remain in effect until the PASS is fully operational.
The major problem, associated with past schedule difficulties has been the failure of* components critical to the operation of the system.
The primary component associated with this problem has been a drain tank on the PASS.
The drain tank is a negative pressure tank used to assist containment air sampling and to draw liquid samples out of the chemical analysis panels.
Problems have been caused by failures in the drain tank vacuum pump *and pressure transmitter which regulates the tank pressure.
The vacuum pump has been recently repaired; however, spare parts were not readily available.
The pressure transmitter cannot be repaired and must be replaced.
It is estimated that it will require 4-5 weeks to procure a replacement pressure transmitter and associated fittings.
Once the pressure transmitter has been replaced and calibrated and the vacuum

pump and drain tank verified operable, it should be possible to draw samples Ao'/ t) into the PASS panel for analysis.
However' drawing these samples will only fJ mark the initial phase of the final startup testing and check-out phase of the PASS.
Calibration of equipment and final system adjustments must be performed during this testing.
Our determination of a target completion date has allowed approximately 4 months for this activity.
It should be noted that the startup testing is not a trivial item.
Our own, as well as industry, experience with the PASS _has shown that many significant problems can be encountered during this testing phase.
Since several aspects of the startup testing activity are beyond our direct control (i.e. vendor support, replace-

VIRGINIA. ELEcTmc AND PowER CoMPANY To Harold R. Denton It is our intention, however, to direct all necessary manpower and expertise to.the startup of the PASS in order to meet the target completion date of June 1, 1983.
Preliminary procedures for the PASS will be written prior to the June comple-tion date.
It is anticipated that necessary* procedure changes will be identified during the startup testing program.
Procedures should therefore be completed and approved by July 1, 1983, at which time, the PASS could be turned over to station operations.
The target date given in this letter is believed to be reasonable.
Vepco will attempt to expedite procurement of any replacement components as the situation warrants.
If this can be done, an operational PASS should be available sooner than June 1, 1983.
Vepco will keep the NRC Staff informed of any further. significant delays on the PASS implementation effort.
We will provide a status report on our efforts in March, 1983.
We would be glad to discuss our efforts in more detail if you require additional information.
