CONFIRMATION OF ACTION - SURRY 1 AND 2 DOCKET NOS. 50-280 AND 50-281 OFFICIAL RECORD COPY This letter refers to the telephone conversations on April 8, and April 11, 1983, between Mr. H. C. Dance and staff members from this office, and you and members of your staff concerning special corrective actions you will accomplish as a result of your failure to perform adequate radiological air sampling, to ade-quately monitor personnel radiation exposure, and to comply with approved plant radiological procedures.
This letter also refers to the enforcement meeting held in this office on April 5, 1983, between you and your staff and Regional office management.
Based on those conversations and the meeting, we understand that the following actions have been accomplished or will be accomplished:
- 1.
The Health Physics procedure describing air sampling requirements has been revised and implemented to ensure air samples are representative of workers' breathing zones.
Health Physics technicians will be retrained in this procedure by April 15, 1983.
- 2.
Whole body counts for individuals who entered Unit 1 containment during this outage will be completed by May 1, 1983.
An evaluation of the results will be made to determine if regulatory limits have been exceeded.
This evaluation, including a tabulation of the whole body counts, will be avail-able for subsequent inspection.
- 3.
By July 5, 1983, complete an evaluation to resolve the discrepancy between beta radiation dose measurements made with portable survey instruments and measurements made with thermoluminescent dosimeters.
Until this evaluation is completed, retain detailed survey records to provide sufficient informa-tion to adjust thermoluminescent dosimetry results, should such adjustment become necessary.
Also, until the above evaluation is completed, control personnel exposure to beta radiation based on dose rate measurements made with portable radiation survey instruments.
- 4.
By April 22, 1983, initiate an independent evaluation of the Health Physics-program including program management, administration, and technical procedures.
In addition, initiate weekly evaluations of the program until replaced by an upgraded permanent audit program designed to ensure heightened
_ worker compliance with radiological requirements.
