Surry Unit 1 Transmittal of Qualification Review *Package
Dear Mr. Parrish:
Transmitted herewith is one (1) copy of the qualification docu-ment review package QDR-5437-17-01 for Cutler Hammer Motor Control Centers dated 3/12/82 for your review and acceptance.
The review of this package indicates that the equipment is lo-cated in mild.environment hence we recommend to delete it from the master list of the harsh environment.
In this qualification package an analysis is performed for the radiation dose which reveals that the equipment is qualified to sustain the required
. radiation without any damage.
Upon your review and acceptance of this, a final signed-off copy of this complete package will be transmitted for your
- permanent files.

Additional Com.'ilents/Recomme.ndations
- 1)
After reviewing the environmental conditions of the auxiliary building cable vault for LOCA, MSLB and/or HELB conditions it is concluded that the area is con-sidered as MILD and no sp~cific qualification evilua-tion is required for the subject MCCs.
For analysis see attachment #1, Question 10.

For additional comments see Attachment #1 *

Rev O Dated 3/12/82 Sheet 10 QDR:-5437 01 Surry Unit 1 ATTACHMENT #1 TO QDR-5437-17-01 ADDITIONAL INFORMATION/CLASSIFICATIONS/JUSTIFICATIONS Questions 4 thru 9, 13 thru 22, and 24 thru 41 Since the subject equipment *is located in an area (auxiliary building zone AB-13B) where temperature, pressure and humidity do not change during a LOCA, MSLB and/or H~LB, and chemical spray is not a required condition, NUS considers this environ-ment*as mild.
During a LOCA the radiation dose increases to 3.lxlOE4, which is considered below the threshold value for concern (for discussion see questions 10 & 12).
There-fore, per paragraph 4.3.3 of Enclosure 4 to IE Bulletin 79-0lB dated January 14, 1980, no specific consideration need be given to the environmental qualification evaluation of these Motor Control Centers.
- 2)
Questions 10 and 11
- 1)
- The subject Cutler Hammer MCCs consist mainly of the following components, mounted inside a steel enclosure.
(Ref. correspondence from Cutler Hammer).
- 1.
Contractors - size 4
- 2.
Starter*
sizes 1 thru 4 (also reversing starters sizes 1 thru 3)
- 3.
power jack terminals
- 4.
circuit breakers, type "FA" to "FB", conversion kit
- 5.
control circuit fuses
- 6.
relays (Type M -
lOA, 600V & Type AA~lSA, 600V)
- 7.
control transformers
- 8.
unit mounted indicating lights
- 9.
selector switches & agastat timer
- 2)
These MCCs are located in the Auxiliary Building cable vault (zone no. AB-13B) where the total radiation dose (40 yrs= l.96xlOE4 and LOCA = 3.lxl0E4) is 5.06xlOE4 rads.
For evaluation to NRC IE Bulletin 79-0lB a radiation "threshold" of 10E4 rads for integrated circuits, transistors, and silicon control rectifiers and lOES rads for all other materials is used.
All equipment exposed to radiation doses less than the threshold is evaluated generically through a material evalua-tion rather than an individual specific qualification evaluation.
This threshold value is based on an en-gineering review of material susceptibility to radia-tion damage as presented in existing literature (Ref.
129 through 133).

ATTACHMENT #l(CONTINUED)
==
Conclusion:==
Rev O Dated 3/12/82 Sheet 11 QDR-5437-17-01 Surry Unit 1 The MCCs use plastics and elastomers in the form of gaskets, o-rings, seals, electrical insulation, supports and potting com-pounds.
The references show that such materials all have a minimum radiation damage threshold of lOES rads and in most cases the radiation dose 5.06xlOE4 to which the MCCs might be subjected is well below these values.
It is therefore concluded that Motor Control Centers located in the auxiliary building (cable vault) where radiation dose is less than 10E5 rads do not require specific qualification evaluations.

This data has been included as part of our review.
Source C - Cable originally purchased for use on North Anna 3 & 4 Cerro Wire & Cable Co.
(Rockbestos)
All deficiencies identified in VEPCO's November, 1980 submittal, and the NRC's SER Appendix B have been resolved.
Details are provided in the updated Component Evaluation Worksheets.
Complete qualification documentation has been.,
or will be assembled and available in the central file.

FCV-1122 FT-1122 These components are not required to mitigate the consequences of an LOCA or MSLB, and are not subjected to an HELB or required to mitigate an HELB.
Motor Operated Valves (Safety Injection)
HOV-1865A HOV-1865B MOV-1865C These valves serve to isolate the safety injection accumulator tanks during refueling.
They are administratively locked open for critical operations by locking out the breakers that supply power to these valves.
- Thus, the valves will remain in their required open position to ~itigate an LOCA or HSLB.
General Electric. Wire Cable (Spec.
No.
NUS 381)
Based on field test verification (special test 104) obtained subsequent to the February 1980 submittal, it was established. that these cables have not been used in safety related applications in Surry Unit No.
- 1.
Therefore, this has been deleted from the Master List.

Solenoid Operated Valves (Chemical and Volume Control)
SOV-1311 This valve will not be required during a LOCA because pressure and*
boration control are not necessary.
During an Auxiliary Building HELB, this valve will not be affected, since it is inside containment
- Solenoid Operated Valves (Safety Injection)
S0V-SI-102A1 SOV-SI-102A2 SOV-SI-102B1 SOV-SI-102B2 These valves serve to cross-connect the LHSI suction line from the Refueling Water Storage Tank (RWSI) in Unit 2, to supply the LHSI pump suctions for Unit 1.
If an HELB occurs in the MSVH for Unit 1
(Location of LHSI line from the RWST of (Unit 1), these valves can be operated to put the -RWST of Unit 2 on *service.
Due to the location of thse valves, thse valves will not see the.effects of an HELB in Unit one's main steam valve house.
Thus, these valves have been deleted.
