DISCUSSION OF PROPOSED TECHNICAL SPECIFICATION CHANGE This proposed Technical Specification change supplements our proposed change, from Mr. W. L. Stewart to Mr. H. R. Denton, dated December 1~ 1982 (SN:567)

.. and 6.1. C. 3. a. 6 which dealt with the Surry Emergency Plan and implementing procedures and Security Plan and implementing procedures.

The proposed change is to add Technical Specifications 6. 5. B.10 and 6. 5. B.11 to Specification 6.5.B.

The addition of Technical Specification 6.5.B.10 is pursuant to 10CFR50.54(t) which requires the retention of records for at least five years when the Station Emergency Plan and implementing procedures are audited annually.

The addition of Technical Specification 6.5.B.11 is pursuant to 10CFR73.46g{6) which requires the retention of records for at least five years when the Station Security Plan and implementing procedures are audited annually.

These proposed changes are administrative in nature and do not pose any danger to the safe operations of the plant and/or public safety.
