ITEM I.D.2 Vepco submitted Revision 3 to our "Response to NUREG-0737" on June 28, 1982 (Serial No. 367).
In this Rev. 3 update, Vepco took schedular exceptions to NUREG-0737 items which dealt with overall emergency response capabilities.
Specifically, these items were:
Item I.D.l -
Control Room Design Reviews, Item III.A.1.2 - Upgrade Emergency Support Facilities, Item I.C.l - Upgrade of Emergency Operating Procedures, and II.A. 2 -
Improving Licensee Emergency Preparedness (Long-term).
Our basis for these schedule exceptions was the uncertainty which still exist on the scope and design requirements of these items.
Additionally, Vepco is waiting for the final issuance of SECY 82-111 "NRC Staff Recommendations on the Requirements for Emergency
Response
Capability" in order to assist in the coordination and prioritization of our efforts toward emergency preparedness.
Following our submittal of the Rev.
3 update to Vepco's "Response to NUREG-0737, 11 an oversight in the update was brought to our attention.
Item I.D. 2, Safety Parameter Display System, should have been included in the schedular exceptions pertaining to emergency response capabilities.
Currently our "Response to NUREG-0737" states that no exceptions are taken for Item I.D.2 and that the system will be fully implemented by October 1, 1982.
This will not be the case.
Schedules for implementation of the SPDS at Surry and North Anna are not currently set due to the overall uncertainty of the emergency response requirements which were previously mentioned above. Upon issuance of additional official guidance from the NRC, Vepco will evaluate and prepare schedules for implementation of the emergency response capability efforts.
This schedule, when generated, will be provided to the NRC for review and mutual acceptance, The schedular exception identified by this letter will be included in the next revision to our "Response to NUREG-0737" which should be issued later this year.
