Regenerative Heat Exchanger is a -Class 1 co:nµonent in Surry Unit 2 and a Cl ass 2 component in Surry Unit 1.
In your 12/15/80 sub:nittal,you proposed to "examine 10~ of one weld volumetrically when practical" for the Class 2 vessel (Note 3). but no such examination for the Class 1 vessel.
The intent of our Question l in the first RAJ, particularly Question l(c),was to develop the basis for a cpnsistent position on whether a portion of one,.,.eld or" an entire weld ought to be inspected periodically. Except for your response to Question l(d) for Unit 2, thc:rc was no indication as to relative exposure f1-o:n inspecting part of one. all of one, or part of all the welds.

In your.response to the same Question J. you continue to emphasize that the regenerativa heat exchanger is "in a system in,*:h1ch all tha piping 1*:elds are exempt fro;n examination by JHC-l220(d)".
If you can develop the position that a weld. failure in this heat exchanger is no more severe than a piping weld failure and that the ma~eup system operating on on-site po\\*1er can keep up with the coolant loss fro:n such*a failure, this position could provide an important basis for granting this relief request.

In Surry Unit l, that list is given in l~ote 11 of the Class 2 component notes.
