NUREG-0696 EMERGENCY RESPONSE FACILITIES NORTH ANNA AND SURRY POWER STATIONS On December 18, 1980, Virginia Electric and Powe*r Company submitted the Draft NUREG 0696 Implementation Plan for Surry Power Station and North A.11.na Power Station. In accordance with the final revision of NUREG 0696 published in February 1981, Revision 1 to that Implementation Plan was sent on June 1, 1981.

On November 13, 1981 a presentation was made to the NRC staff on Vepco's proposed Emergency Operations Facility and the Technical Support Center Facilities for North Anna and Surry Power Stations-. Your November 23, 1981 letter addressed concerns and questions that you had about our June 1, 1981 submittal. We have also Yeceived your January 29, 1982 letter concerning your requirements for facilities and equipment in the TSC and EOF and the February 12, 1982 revision of those requirements.  ; . .;

Enclosed is an additional submittal for Vepco's Emergency Operations Facility (EOF). Concerns expressed in your November 23, 1981 letter have been addressed in this additional submittal, and the facilities/ equipment requirements that were expressed in your February 12, 1982 letter will be provided. This submittal is based upon the results of the November 13, 1981 meeting with the NRC staff where it was stated that Vepco' s concept of a Central EOF would be acceptable provided that Vepco have a Local EOF at each station for use during plant emergencies.

In keeping with the requirements in section III.A.1.2 of NUREG 0737 Vepco is proceeding with the preparation of the EOF as shown in this submittal.
