Confirmation of Action - Docket Nos. 50-280 and 50-281 This refers to a telephone conversation on April 2& 1982, between Mr. H. L. Stewan9, Manager, Nuclear Operations &nd Maintenance Support, and Mr. F. J. long of this office, concerning certain deficiencies identified as a consequence of our appraisal of the emergency preparedness program at the Surry facility on March 15-26, 1982.

Our findings were also discus_s§:d with you and Mr._ J. L. Wilson, Station ~1anagers by Mr. G. R. Jenkins, of this offic~, on March 26, 1982.

Recognizing that some corrective actions \\1ere in progress prior to _the appraisal, it is our understanding that you have_ undertaken or wil 1 undertake the follmving actions to resolve apparent deficjencies in your emergency preparedness program.

l. Training
a.

The initial emergency training and annual retraining program will be upgraded to establish a w,ore comprehensive and coordinated program which addresses all the functional activities of the emergency raspol'.lse organi-zation.

Ectch part of the program. will include classroom traiffing, practical exercises,.and where appropriate, a hands-on demonstratio_n of

. each individual 1s ability.. to perfonn assigned functions.

Each part of the program will also include examinations designed to *~(:st the indivi-dual's knowledge of his assigne~ function{ll responsibilities and establish performance levels below which immediate retraining will be required. The upgraded progrc1m will be established by August 2,, 1982.

Emergency response personnel wjl 1 be trained. in_ the specific functional areas for which they _,are assigned responsibility. The initial training for key personnel in.the upgrilded ern~rgency response program wi 11 be completed by August 2, 1982. _ These key per;rnnn?l are the Stat.ion Manager, Assistant Statioo Manag~r,_Operations Superint?ndent, Technical Services Superintend~nt, Administr~tive Service$ St1perintendent, Health Physics Supervisor, Qthers who would lHa~ly serve as.. alternate in tnese functions, and the operations personnel who wouJ d participate in an emergency that ocraurs during their shift.. The initial training of remaining personnel w.ili be completed by_ Octo~r 2, 1982.
