AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NO. 1 & 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit No. 1 &

2. The proposed changes are enclosed.

The proposed change is to revise Table 4 .1-1, Item 31, to change channel calibration for seismic instrumentation from a semi-annual to a refueling frequency.

It is impractiable to test instrumentation at* power. ANSI-ANS 2.2 (1978)

  • recommends a refueling frequency for channel calibration. Also, this is in agreement with the guidance provided in the Standard Review Plan. The level of integrity and the function of the system is not changed by performing the channel calibration during refueling operations. The probability of occurrence or the consequences of an accident or malfunction* of equipment important to safety is not increased since the system is still proven to be operational by the monthly functional tests and checks. The channel calibration only ensures that the system responds within a specified range and accuracy. The required margin of safety is not reduced because the system is proven to be operable by the monthly Periodic Test program.

The requested change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10CFR170.22 and it has been determined that a class I and II license amendment fee is required. A voµcher check in the amount of $1,600. is enclosed in payment of the required f~~}*.
