Mr. Harold R. Denton, Director Serial No.

Office of Nuclear Reactor Regulation NO/RCC:jmj /SPl Attn: Mr. Steven A. Varga, Chief Docket Nos. 50-280 Operating Reactors Branch No. 1 50-281 Division of Licensing License Nos. DPR-32 U. S. Nuclear Regulatory Commission DPR-37 Washington, D.C. 20555 Gentlemen:

AUXILIARY VENTILATION SYSTEM MODIFICATION SURRY POWER STATION - UNITS 1 AND 2 As indicated in a telephone conversation with your Mr. Don Neighbors on 12-18-81, this letter is to inform you that our latest construction schedule indicates that the Auxiliary Ventilation System Modification is estimated to be completed in April 1982. This is an increase in construction time of approximately four months beyond our last estimate which was indicated to you in our letter, Serial No. 300 dated May 29, 1981, as being in the Fall of 1981.

The extended estimated completion date is a result of integrating the work necessitated by the requirements of Increased Range of Radiation Monitoring (NUREG-0578 and 0737). Also, during our interim system testing and balancing it was determined that additional bracing would be required to be added to the safety related filter housings as well as to the outlet plenum in order to handle greater than expected pressure drops in the system. This change alone has the largest schedular impact on the schedule.

To this date, it is estimated that 98% of the original design change modification is complete. The remaining 2% consisting of resolution of field changes on seven seismic duct supports and final system balancing remains to be completed. The support work is estimated to be completed by mid February.

The additional bracing of the filter housing will add to this schedule approximately three weeks per filter train or a total of six weeks. After completion of the bracing, the final system balancing can be conducted and this is estimated to take approximately two weeks. It should be noted that filter rework is contingent upon system availability and is planned to be accomplished around currently scheduled outages.

e VIRGINIA ELECTRIC AND POWER COMPANY TO We have reviewed your latest comments to our new technical specifications covering the Auxiliary Building Ventilation System as well as the Control Room Ventilation System. A final draft was submitted to you in our letter Serial No. 016 dated January 29, 1982.

It should be pointed out that acceptance of the Technical Specifications as submitted is contingent upon filter rework and system balancing, since maximum flow rates as defined in the new Technical Specifications cannot be achieved through the filters until the rework is completed which we estimate as being April 1, 1982.

If you have any questions or require additional information, please contact us.
