DPR-32 DPR-37 AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NO. 1 & 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10CFRS0.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit No. 1 &

2.

The proposed changes are enclosed.

The proposed change is to revise Specification 3.8.A.3 and Table 4.1.2A to add that the containment purge valves shall not be open above 200°F and also to add the containment purge MOV Leakage Test and the frequency of surveillance.

This change is in accordance with our December 1, 1981 response to NRC generic letter dated October 8, 1981 concerning the Status of Generic item B-24 and completion of TMI Action item II.E.4.2.5.

A Design Change is needed to conduct surveillance.

Therefore, before the Technical Specification is issued, it is requested that the NRC Project Manager contact Mr. E. R. Smith, Jr. of our office regarding the schedule.

The requested change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10CFR170.22 and it has been determined that a class III license amendment fee is required.

A voucher check in the amount of $4,400. is enclosed in payment of the required fee.
