SAFETY EVALUATION ACTION ITEM II.E.1.2 AUXILIARY FEEDWATER AUTOMATIC INITIATION AND FLOW INDICATION SURRY POWER STATION UNITS 1 AND 2 This is in response to your "05000280/LER-1981-026-03, /03L-0:on 810709,during Startup,Max Allowable Containment Partial Pressure Was Exceeded.Caused by Feedwater Leak Through Failed Flange Gasket for [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Line Flow Limiting Venturi.Gaskets Replaced|letter dated August 7, 1981]] regarding the electri-cal, instrumentation, and control aspects of the Surry Units 1 and 2 Auxiliary Feedwater Systems.

This letter contained the Safety Evaluation Report which reviewed the Auxiliary Feedwater Automatic Initiation and Flow Indications.

The NRC indicated compliance with the staff's long term safety grade require-ments with the exception of two items.

These items are listed below with Vepco's response.

1.

Bypass indication should be provided for when the Auxiliary Feedwater Pump control is in the pull-to-lock position.

RESPONSE

Vepco will indicate, in the control room, that the motor-driven Auxiliary Feedwater pumps are in the pull-to-lock position.

This modification should be completed during the Spring maintenance outage on Unit 2 and the Fall 1982 refueling outage on Unit 1.

2.

The Auxiliary Feedwater flow transmitters should be replaced with safety-grade transmitters consistent with NUREG-0737.

RESPONSE

NUREG-0737 references NUREG-0578, Item 2.1.7.b for its definition of the applicable requirements.

Item 2.1.7.b states:

"Provide safety-grade indication in the control room of auxiliary feed-water flow for each steam generator.

The flow instrument channels shall be powered from the emergency buses, consistent with satifying the power diversity requirements for auxiliary feedwater systems."

VIRGINIA ELECTRIC AND POWER COMPANY TO 2

To meet the diversity requirements of ASTB-10-1, the Auxiliary Feedwater Flow Indication power supplies have been moved to an existing cabinet which meets the diversity requirements and* is supplied by emergency buses.

These transmitters will be replaced with environmentally quali-fied transmitters under the I. E.. Bulletin 79-0lB program.

Technical Specification Amendment 72 for Surry Unit 1 and Amendment 73 for Surry Unit 2 have been issued providing surveillance requirements

We believe that, with the exception of the bypass indication modification to be made, all Surry TMI Auxiliary Feedwater requirements have been met.
