-vor:LGI /;Jtf POWER COMPANY (LICENSEE) AT RICHMOND, VIRGINIA REGARDING THE EMERGENCY OPERATIONS FACILITY AND THE TECHNICAL SUPPORT CENTER FACILITY-NORTH ANNA AND SURRY POWER STATIONS.

A trip/meeting was conducted on November 13, 1981 with the licensee and the NRC staff at ihe licensee's corporate headquarters located in Richmond, Virginia regarding the subject as noted above.

A list of attendees is provided in Attach-ment No. 1.

Introduction:==

By letters dated December 18, 1980 and June 1, 1981, the licensee provided its.

response to NUREG-0696, "Functional Criteria_for Emergency Response Facilities'~

Since then, the licensee has proceeded to develope the necessary engineering for the Technical Support Center (TSC) facility and the Data A-cq.l.liiiS.~t-ion-System and Display Systems in order to meet the NUREG-0696 requirements.

The licensee is now planning procurement of major components for the Data Acquisi-tibn System and initiating construction of the TSC*facilities at North.

Anna and Surry as early as December, 1981. Therefore, the licensee.requested a

/meeting with the NRC to.discuss NUREG-0696 responses ~nd the acceptability of the licensee's concepts.

The primary Emergency Operations Facility (EOF), as proposed by the licensee, is to be located_at the licensee's corporate office in Richmond, Virginia. The EOF would serve its intended function for both the North Anna and Surry Nuclear Units. Therefore, it was determined that the meeting be held in the pro~osed EDF located on the 5th floor of the licensee's corporate-office.

The licensee discussed in detail the Instrument and Control (J&C) design fo_r the TSC.

Among the items discussed was the Data Collection/Analog Display and the Computer System/Digital Display System. All Emergency Response Facility (ERF) Input/Output processor data transmission lines are redundant and ~11=ERF processors function on a per station basis. All other equipment funct~ons on a per unit.basis.

TSC computer hardware anditt conformance to NUREG-0696 criteria was provided.

The Safety Parameter Display System (SPDS) and the Engineered Safeguards Status Display System weredescribed in detail.

EOF Facilit,Y The licensee presentedits concepts for proposing a common EOF to be centered in Richmond, Virginia. Direct distances from the EOF to North Anna and Surry are 43 and 51 miles, respectively. Travel time to either power station is 75 minutes.

The licensee then discussed the communication links (voice, digital, and analog) which would be available between the North Anna and Surry TSCs and the EOF.

The assigned areas in the EOF for licensee, state, and federal officialsand-th~ display 1nformation*panels available for these officials was indicated.

ERF Expenditures:

The licensee stated that total funds budgeted for emergency response facilities was $25,544,000. Total funds already committed amount to $7,671,000. The I&C portion of the commitment, will be about $15,000,000.

ERF Schedules for Completion:

The licensee provided the schedules for completing the required ERF's.

The old machine shop areas at Surry and North Anna will be available for TSC mod-ifications in late December 1981. Construction of the Surry and North Anna TSC facilities would be_completed in September 1982 and November 1982~ res-pectively. Software development and I&C installation for the Surry and North Anna TSC is scheduled to be completed by February 1983.and March 1983, respec-tively, at which time the TSCs would become functional. System integration and testing for the Surry and North Anna TSCs should be completed by July 1983, and November 1983.

The EOF would become operational for Surry and North Anna in February 1983 and June 1983 respectively.

NRC Comments:

The NRC staff stated that the licensee's presentation indicated extensive preparation and thought regarding the licensee's proposed EOF.

However, the staff indicated that the proposed EOF is_greater than the 20 mile limit and therefore would require Commission approval.

Also, the staff stated that previous experience bas clearly shown that an EOF located more than 20 miles from the unit serve~,as proposed by the licensee, is susceptible tD unjustifiable delays and confusion for communications. There-fore, it is !he staff position that the EOF, as proposed by the licensee., is flUl-dL.L.t:fJ au 11::.

Future actions required to resolve the matter of the EOF are as follows:

1. Licensee propose alternative EOF.
2.

Licenseere.questthat a Commission Meetj-ng be scheduled where licensee can present its proposal.for a primary EOF at.a distance greater than 20 miles.

3. Staff prepares paper to Commission.
4.

Commission Meeting schedule~

5.

Commission r"eeting: NRC staff and licensee.

6.

Commissibn vote on EOF.

Finally, the staff indicated that the licensee's schedule is in general agree-ment with the staff's recommendations for revised EOF schedule *. Present im-plementation calls for a completion date of October 1982.

However, the staff is recommending that the EOF completion date be revised to January 1, 1983 or the first refueling schedule thereafter or any shutdown period (not refueling) which *exceeds* 30 days.
