Me have reviewed your letter dated September 18, 1981, as supplemented September 24, 1981, which,in accordance with 10 CFR 50.55a, paragraph g(5) requested relief from the requirement of ASME Section XI, 1974, to perform a hydrostatic test.
The basis for your request is that one weld in each of three Auxiliary Feedwater Systems (AFS) lines is unisolable from the steam generators and a complete secondary side hydrostatic test would be required. These welds were made during a modification/repair to the AFS.
It is your position that no reduction in the level of quality will result from alternate methods of testing and that the use of one of the remaining four secondary hydrostatic tests cycles of the steam generators is not warranted.
As a substitute to hydrostatic testing, you have proposed to perform both radiographic and ultrasonic examinations as well as a* leakage test.
He conclude that the use of two methods of examination supplemented by the leakage test will provide adequate assurance of the integrity of the /\\FW welds and these methods are acceptable.
We have determined that this relief does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the relief involves an action which is insignificant from the standpoijt of environmental impact and, pursuant to 10 CFR §51.5(d)(4), that an environ~ental impact appraisal need not be prepared in connection with the granting of this relief.

SEP 2 4 1981 We have concluded, based on the considerations discussed above that: {l) because the relief does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the granting of this relief will not be inimical to the common defense and security or to the health and safety of the public.
