Dear Mr. Leasburg:
We have reviewed your letters dated October 24, 1979, July 7, 1980 and December 12, 1980 regarding the electrical, instrumentation, and control aspects of the Surry Power Station, Units land 2 Auxiliar.y Feedwater Sys-tem.
Your submittals were in response to NRC letters dated September 13 and October 30, 1979 related to TMI Lessons Learned.
~Je have prepared a Safety Evaluation Report which is enclosed.
Based on our review, we conclude that the Surry auxiliary feedwater auto~
ma tic initiation and fl ow indications comply with the staff's 1 ong term d safety grade reqwhl'ements except as notedbbel ow:
- 1. During monthly testing of the low-low steam generator level trip, the auxi 1 iary feedwater pumps are locked out by pl acing pump control
- in the pull-to-lock position. Since this action precludes automatic ini-tiation of the AFWS, this fact should be continuously indicated in the control room in accordance with IEEE Standard 279-1971, Section 4.13 (Indication of By.passes}.

- The.AHJ flow transmitters presently used at Surry are not safety grade.

He also request that surveillance requirements regarding the testing of the auxiliary feedwater flow channels be proposed within 60 days for the Surry Technical Specifications.
Subject to your completion of the above actions we find your responses accept-able. Please note that this action also co~~letes Task Action Plan Item II.E.122.
