SURRY POWER STATION RESPONSE TO NOTICE OF VIOLATION APPENDED TO INSPECTION REPORTS 50-280/81-11, 50-281/81-11 Attachment Page 1 The following information is provided to amend and clarify the Vepco response to:
Non-Compliance Item 280, 281/81-11-01, "Failure to Establish Adequate Controls for Protection of Equipment" VEPCO RESPONSE

The item as stated is correct.
- 2.
REASON FOR VIOLATION

The scaffolding in question had shifted during use and, as a consequence, has come into contact with some Category I piping that the scaffold had been erected around.
The scaffolding was correctly built, i.e~ it was not hung from the piping, but it had moved during use to touch the pipe in question.
CORRECTIVE STEPS WHICH HAVE BEEN TAKEN AND RESULTS ACHIEVED The scaffolding was immediately removed and the piping examined to ensure that no damage had been incurred.
The contractor was instructed not to rig from piping systems or to install scaffolding such that it could contact. equipment or piping.
This was accomplished during the NRC inspection.
CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER VIOLATION Surveillance is conducted on a daily basis to ensure scaffolding has been properly installed.
