AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNITS NO. 1 AND NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50. 90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operat-ing Licenses DPR-32 and DPR-37 for Surry Power Station, Units No. 1 and No. 2.

This request supplements our license amendment*application dated June 30, 1980 (Serial No. 562). The proposed Technical Specifications changes are enclosed.

The proposed Technical Specification changes for both Surry Unit 1 and Unit 2 are . provided in Attachment 1. The proposed changes include minor modifica-tions to Technical Specifications Section 3. 8 as presently approved for Surry Unit 2. The modifications result from experience gained using the Unit 2 requirements requested in our license amendment application dated June 30, 1980 and issued by the Staff as Amendment No. 59. The reasons for the proposed changes, as well as the safety impact of the proposed changes, are provided in Attachment 2.

This request has been reviewed and appr9ved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

In our license amendment application dated June 30, 1980, we provided a separate and distinct package of proposed Technical Specification changes for both Unit 1 and Unit 2. The Unit 2 amendment request was reviewed by the Staff and issued as Amendment No. 59. The Unit 1 amendment request, which

.represented inte.rim modifications made to support Unit 1 operation until the steam generator replacement outage, has not been issued by the Staff. The proposed Technical Specification changes enclosed supercede the Unit 1 changes requested by our June 30, 1980 application.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22 and have determined that this request involves an administrative change for Unit 1 and a duplicate request for Unit 2; therefore, a Class II license amendment fee is required for Unit 1 and a Class I license amendment fee is required for Unit 2. Since our June 30, 1980 request included a Class III license amendment fee in the amount of $4,000.00 for Surry Unit 1, the fees determined for the enclosed changes should be deducted from our original payment and the balance of $2,400.00 refunded.

We would appreciate your review and approval of this request by June 15, 1981.
