DPR-32 DPR-37 NPF-4 NPF-7 This letter is to clarify our position on Section 2.1.5.a of NUREG 0578 and Section II.E.4.1 of NUREG 0737 as stated in our letters Serial Nos. 760 dated 10/24/79, 806 dated 10/25/79, and summarized in letter Serial No. *985 dated 12/15/80.

It is Vepco's position that the systems as currently installed at North Anna Power Station meet the Dedicated Hydrogen Control Penetration requirements of NUREG 0578 and NUREG 0737 and that no further action is required to meet the implementation date of July 1, 1981.

Also, it is Vepco's position that this requirement does not apply to Surry Power Station since internal recombiners are utilized for hydrogen control.

The design changes at North Anna and Surry referenced in Section II.E. 4.1 are being developed to add remote operated isolation valves to the Containment Atmospheric Clean Up System.

The addition of these valves is to reduce personnel exposure, and provide double valve barrier isolation against leak-age as identified in Section II.B.2-11 and II.B.2-17, Post Accident Shielding, of our NUREG-0737 response.

The valves are scheduled to be shipped from the vendor in the middle of March and installation of these valves will be by the required implementation date of January 1, 1982.
