Dear Mr.* Ferguson:

- By letters dated March 29, 1977 and April 10, 1978, we requested that you provide informat,on regarding the status annunciator system for the diesel generators at *the Surry Power Station, Unit Nos. 1 and 2.

You *responded to our concern with the following response in your letters dated May 20, 1977, and May 23, 1978, as follows:

1.

The annunciator window for the respective emergency generator wi 11 be changed

  • to read II AUTO START BLOCKED.

11 Concurrently the label plates on the Emergency generator control panels will be changed as follows:

. a.

For amber indicator 1 i ght, a _red 1 abel pl ate reading 11AUTO START UNBLOCK 11 will be installed.

b.

For th~ associated push button a ~lack label reading 11AUTO START UNBLOCK 11 will be installed.

2.

From the station point of view, a facility change to separate cer-tain conditions under 11 EDG DIS-ABLED 11 annunciator would tend to downgrade the import~nce of lesser conditions that would remain under the 11 D/G TROUBLE 11 alarm.

The lesser conditions, however,

  • have equal disabling potential.

It is presently station operating pol icy to consider 11 D/G TROUBLE 11 to be a disabling condition requiring positive immediate corrective action. This policy is dictated by and responds to the fact that any non-normal condition of the ~mergency diesel generator could

  • constitute a* Limiting Condition for Operation as stated in station 8 JO 2 A O

\\c::l_ Techni ca 1 Specifications. By ext ens ion, any non-norma 1 condition b') c,must be positively resolved in a timely manner.

1. Disabling and non-disabling conditions f~r each diesel generator should be separated and annunciated using separ-ate annunciator systems.
2. The wording on the annunciators for disabling conditions should specifically state that the diesel generait6Y'sis unabailable for automatic start.
3. Annunciators and alarms shall not be able to be cleared until a111abnorma1 conditions~aveRbeen corrected.
4. Consistent nomenclature for diesel generator annunciator wording should be used (D/G or EOG; but, not both).
5. The importance of the *amber' light indicator light for the luto Start Unblocl< should be reviewed relative to the importance of other colors (red, blue, etc~) used for similar blocked functions.

Therefore, we reiterate out request that you take measures to provide the status annunciator for the diesel generators with the requirements stated apove.
