DPR-32 DPR-37 AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR 37 SURRY POWER STATION UNITS NO. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL *SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operat-ing Licenses DPR-32 and DPR-37 for the Surry Power Staton, Units No. 1 and No. 2.

The proposed changes are enclosed and supplement our license amend-ment request dated November 14, 1980 (Serial No. 915).

The proposed change is to revise Specification 6.6.1.C to reflect the require-ment to document all challenges to the Reactor Coolant System Power Operated Relief Valves (PORV's) or Safety Valves on a monthly basis.

The change, which is being made to comply with NUREG-0660, the TM:i: Action Plan, Section ILK. 3, is a result of TMI Lessons Learned and will provide a documentation methodo-logy for the establishment of an operational history data base on challenges to relief and safety valves.

The proposed change to Specification 6. 6. 1. C will also delete the requirement to submit the Narrative Summary of Operating Experience (operation and major safety-related ma:i.ntenance) on a monthly basis.

This change will provide conformance of Specification 6.6.1.C with both the requirements of the Standard Technical Specifications (Revision 3) dated Fall 1980 and Regulatory Guide 1.16.

The requested change has been reviewed

  • and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.

It has been determined that this request does not involve an unreviewed safety question.

Since this request supplements our request dated November 14, 1980 (Serial No. 915) and is a result of TMI Lessons Learned, it has been deter-mined that no additional license amendment fee is required.
