Dear Mr. O'Reilly:
We have reviewed your letter of September 17, 1980 in reference to the inspection conducted at Surry Power Station on August 20-22, 1980 and reported in IE Inspection Report Nos. 50-280/80-32 and 50-281/80-35.
Our response to the specific infraction is attached.
We have determined that no proprietary information is contained reports.
Accordingly, the Virginia Electric and Power Company objection to these inspection reports being made a matter of disclosure.

NRC Comment:
RESPONSE TO NOTICE OF VIOLATION APPENDIX A INSPECTION AND ENFORCEMENT REPORTS 80-32 AND 80-35 Attachment Page 1 As required by Criterion X of Appendix B to 10 CFR 50, as implemented by Virginia Electric and Power Company Topical Report VEP-1-3A, "Quality Assur-ance Program - Operations Phase", Section 17. 2.10, "A program for inspection of activities affecting quality shall be established and executed.... to verify conformance with the documented instructions, procedures and drawings... ".
Contrary to the above, three cotter pins had not been spread and one cotter pin was missing from the strut clevis pins of recently installed Containment Spray system pipe support 11548-BZ-4A-8.
In addition, spalled concrete indi-cated that a tension failure (concrete) had occurred in one concrete expansion anchor installation on this support.
These conditions were observed on August 21, 1980.
This is an infraction.
RESPONSE
Item is correct as stated.
- 1.
Corrective Steps taken and results achieved:
An investigation by MPP Q.C. personnel revealed that the conditions noted during the NRC Inspection on 8-12-80 occurred subsequent to Q.C. accep-tance of the hanger installation on August 8, 1980 and NDE acceptance on August 9, 1980.
The hangers had been accepted prior to painting.
The unsptead cotter pin was not painted and the concrete failure had occurred after painting.
There was no record in Q. C. or construction files of work accomplished on the hangers.
The nonconformance conditions were analyzed and the engineering resolution was to remove the horizontal strut and baseplate.

Corrective steps taken to avoid further non-compliance:
New procedures for the Multiple Power Project Quality Assurance Program have been issued.
In addition, a new procedure for specifically process-ing hanger modifications has been issued.
