Docket Nos. £o-280 and 50-281.

Mr. w. L. Proffitt QECEMBfR C) 8. 1979 Senior Vice President... Po~1er Virginia Electric and Power Co.mpany Post Office Box 26666 Rithmond, Virginia 23261

Dear ~1r. Proffitt:

SUBJECT:

iNADVERTENT SAFETY INJE¢TION DURING COOLDOHN The Division of Operating Reactors has completed a generic*bounding revi.ew on this subject and concludes that. no further li-censing action is necessary

  • at this time since it is likely that a facility could withstand more than fifty inadvertent ECCS actuations.

~~e have concluded, however; that it would be prudent, should a facility experience more than twenty-five such 1njections, for you to consider a plant specific analysis for that facility

\\'lhich would identify more precisely the additional number of actuations that can be safely accommodated at that;facility.

A copy of our s.afety Evaluation Report is enclosed.
