NRC COMMENT:
RESPONSE TO VIOLATIONS LISTED IN IE INSPECTION REPORT NO. 50-280/79-60 Attachment page 1 As required by Technical Specification 6. 4.A and 6. 4. D, detailed written procedures with appropriate check off lists and instructions shall be pro-vided for normal startup, operation, and shutdown of a unit, and of all systems and components involving nuclear safety of the station.
These.pro-cedures shall be followed.
Contrary to the above, during the period October 15-19, 1979, valve check lists for:
Diesel Air, Lube Oil, and Cooling Water Systems; Emergency Diesel Fuel Oil System; Auxiliary Feedwater System, and Residual Heat Removal System were inadequate in that they were incomplete or in error.
Th.is is an infraction.
RESPONSE
The item above is correct as stated.
During the period October 15-19, 1979, Unit 1 was at cold shutdown while required seismic support modications were being completed *
- 1.
CORRECTIVE STEPS WHICH HA.VE BEEN TAKEN AND RESULTS ACHIEVED:
The valves located outside the containment which were specifically noted as having no labeis have been labeled.
Those valves located inside the containment which were specifically noted as having no valve labels will be labeled during the next cold shutdown period.
A drawing change request has been submitted to generate a station drawing based on the Diesel Generator Technical Manual for the Emergency Diesel Generator Air, Lube Oil and Cooling Water Systems.
A drawing change was also submitted to delete l-FW-244, l-FW-245 and l-FW-246 from the applicable drawing (11448-FM-68B).
Maintenance requests have been submitted to correct the following items:
(1)
P~place gages and handwheels specifically noted as missing on the valve checkoff sheets.
(2)
Replace PCV-SI-102.
(3)
Remove the eductor installed on the 1-FW-P-3A Recirc~ line.
(4)
Repair or replace the local indicators on MOV-I865A & MOV-1865B.
(5)
Replace l-FW-P~3B Discharge Pressure Gage.

Repair 1-FW-185 and thus allow tell-tale drain l-FW-119 to be cl~sed.
as specified in the valve check sheet.
Change requests to correct the following valve checkoff sheets have been submitted:
(1} OP-6.- IA (2) OP 6. 2A (3) OP-6. 3A (4) OP-14A (5) OP-31. 2A (6) OP-53(A)
Add missing valves to valve lineup.

Change normal position of l-RH-36, l-RH-37 & 1-RH-41 to Closed" Add numbers for l-FW-P-4A & l-FW-P-4B Discharge Pressure Gage Isolation Valves Delete SOV's from valve checkoff sheet.
The drain valves on the Recirculation Spray System (1-RS-1005 & 1-RS-1007) will be checked during the next containment entry and opened if necessary.
Valve l-FW-150, Firemain Supply to Auxiliary Feed Pump Lube Oil Cooler was placed in its correct (open) position during the inspection.

Corrective steps which will be taken to avoid further* non-compliance:
A program has been.undertaken to verify the accuracy of the valve checkoff sheets.
During this verification effort any valves found to have missing valve labels will be labeled, and any necessary changes made to the valve checkoff sheets or station drawings.
- 3.
The date. when full compliance will be achieved:
June 30, 1980.
The program noted in the inspection report to update and replace valve number labels will be continued.
