Surry Power Station Units 1 and 2 Containment Purging and Venting During Normal Operations 50-280 50-281 DPR-32 DPR-37 In response to your letter of October 23, 1979, on the above subject, Virginia Electric and Power Company provides the following commitment to comply with your "Interim Position for Containment Purge and Vent Valve Operation Pending Resolution of Isolation Valve Operability".

As previously reported, current Technical Specifications require that containment vacuum be maintained for plant conditions where reactor coolant temperature exceeds 350°F.
Page 3.8-2 of the Surry Technical Specifications states that "The Reactor Coolant System temperature and pressure being below 350°F and 450 psig, respectively, ensures that no significant amount of flashing steam will be formed and hence that there would be no significant pressure buildup in the containment if there is a loss of coolant accident".
An analysis has been initiated to determine the actual pressure attained inside containment in the event of a DBA-LOCA at 350°F and 450 psig.
The purge valves will then be demonstrated operable under the calculated accident flow condition loading.

In the interim, until the analysis can be completed, administrative controls will be established to prohibit use of the purge valves above 200°F except for the short term operation of the valves necessary to break the vacuum in the containment or establish vacuum during startup.

The above commitment to prohibit purging above 200°F will ensure that containment integrity is maintained in the event of a DBA-LOCA for all plant conditions, and is in compliance with your Interim Position.
