Dear Mr. Proffitt:
By letter dated September 13, 1979, you provided information in response to our letter dated May 25, 1979 which stated our position on the use of soil structure interaction for Surry Power Station Units l and 2 with a 11bump factor 11 of 1.5 for the safe shutdown earthquake (SSE). Your letter dated September 13, 1979, provides information which supports the application of a 11 bump factor 11 of l. 25 for seismic stresses for the operating basis earthquake (OBE). We have reviewed the information you have submitted and conclude that:
- 1.
The 1.25 11bump factor 11 is adequate for seismic stresses for the QBE conditions.
- 2.
