License No. DPR-32 We have reviewed your letter of September 26, 1979, in reference to the inspec-tion conducted at Surry Power Station on August 20 through September 7, 1979, and reported in IE Inspection Report Nos. 50-280/79-55 and 50-281/79-73.
Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the reports.
Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

NRC COMMENT:
RESPONSE TO VIOLATION LISTED IN IE INSPECTION REPORT NOS.
50-280/79-55 & 50-281/79-73 As required by Technical Specification 6.4.B and 6.4.D, radiation control pro-cedures shall be established and followed.
The Virginia Electric and Power Company (VEPCO) Health Physics Manual and procedures (HP I, F.5) require Radiation Work Permits (RWP) for work where possible radiation hazards or unusual circumstances exist.
The RWP's list the protective measures to be taken during this work.
Special RWP 621-A for the feedwater pipe repairs required the use of full face respirators while grinding or welding.
Contrary to the above, on August 28, 1979, the inspector observed two welders grinding and welding an elbow in the feedwater line to steam generator No. A in Unit 1 containment without respirator protection.
This is an infraction.
RESPONSE
The violation is correct as stated.
- 1.
Corrective steps which have been taken.
As a result of the infraction involving special RWP 621-A, the maintenance staff has been re-instructed as to the following of RWP requirements and to whom they could inquire if they felt a change to the RWP requirements should be made.
A compliance date of October 1, 1979 was set in response to the NRC Inspec-tion 50-280/79-24 and 50-281/79-42.
This infraction of August 28, 1979, involving the violation of an RWP requirement, occurred a full month before this compliance date.

Corrective steps taken to avoid further non-compliance.
Any changes in RWP requirements will be made by the Assistant Shift Super-visor of Health Physics.
All copies of the RWP involved are to be changed to show the new requirement.
In addition to this, all radiation workers who enter the Restricted Con-trolled Area, must sign in and state the RWP in which they will be work-ing under.
The H.P. personnel at the service desk will insure that the worker has proper dosimetry, knowledge of the RWP and is briefed on the potential dangers of the area.
